Hemp seeds:

Today, Ukrainian legislation allows the purchase, sale and storage of hemp seeds. Hemp seeds are not included in the list of narcotic drugs, psychotropic substances and precursors that are in illegal circulation on the territory of Ukraine.

Please note that cultivating cannabis in Ukraine without a license is prohibited and entails both administrative and criminal liability.

CRIMINAL CODE OF UKRAINE

Article 310. Sowing or cultivating hypnotic poppy seeds and hemp:

1. Illegal sowing or illegal cultivation of hypnotic poppy in the amount of one hundred to five hundred plants and hemp in the amount of ten to fifty plants - is punishable by a fine of one hundred to five hundred non-compliant minimum income of citizens either arrest for up to six months, or imprisonment for up to three years.
2. Незаконний посів або незаконне вирощування снотворного маку чи конопель особою, яка була засуджена за цією статтею чи яка раніше вчинила один із злочинів, передбачених статтями 307, 309, 311, 317 цього Кодексу, або вчинені за попередньою змовою групою осіб з метою збуту, а також незаконний посів або незаконне вирощування снотворного маку в кількості п'ятисот і більше рослин чи конопель у кількості п'ятдесят і більше рослин - караються позбавленням волі на строк from three to seven rocks.

Article 106-2. Illegal sowing or illegal cultivation of sleeping pills poppy and hemp:

The existing " Single Convention on Narcotic Drugs " (as amended on March 25, 1972) defines:

Article 1:

(b) "Cannabis" means the flowering or fruiting tops of the cannabis plant (excluding the seeds and leaves when not accompanied by the tops), from which the resin has not been extracted, by whatever name they may be designated.
c) "Cannabis plant" means any plant of the genus Cannabis.

It follows that hemp seeds are not a narcotic or a precursor to narcotic drugs, and are not included in the list of narcotic substances, therefore they are free to circulate in many countries. They can be bought, sold, exchanged, etc. And yet we strongly recommend that you familiarize yourself with the legislation of your country regulating the "circulation of narcotic substances".
